Well not really, just might give you a condition called "blue balls" where you have excited yourself so much and not cum with all the plumbing ready for release, but you don't complete , so it can be painful. Sort of like getting hit in the balls with a beach ball. Edging is the term for what you describe, some find it more exciting, but eventually gain release. But overall no you will not suffer longterm harm, but most likely the blue balls.

Believe it or not, women can get "blue balls" too. Its similar because blue balls and i read this from Cosmo' (and a female friend confimed she gets it quite often, not sure about the exact science of it) is just when you over-stimiluate and the blood doen't drain properly from the sexual organ.
