Some people just like to play games or mess with them. I know a guy that just talks in a way that sounds like he's flirting, but it's actually just how he treats everyone.
It sounds like the boy who is giving you signals is not out of the closet himself and may not be ready to take that step right now. Sometimes, people like to test their own boundaries, even though they are not emotionally ready to accept what it all means - even if you confront them about it. What signs are you getting?
If you read the other thread, he describes essentially everything that is definitely hitting on him other than public kissing. Long smiling gazes (10s), holding hands under tables, the other dude grabbing at his legs and around his upper legs close to his crotch.
