I really dislike wearing dresses in most occasions because they make me feel self-conscious. I'm going to a wedding soon and need to wear formal clothes. I was planning on wearing khakis, a button down shirt and a tie. Is this formal enough?

Sounds formal to me. Make sure your shirt isn't an Oxford shirt and has more of a 'dressy fabric', pair it with a nice belt and shoes that match and throw on a blazer or if not then a smart coat and it's definitely wedding attire.
