In my country you have to study English every year to the end of high school. Usually is like 2 or 3 hours a week for... 13 years actually. But the English class level is very, very low so even if it seems a lot of time, you'd be lucky if you end with a B1 after those years.
We have English classes in the schools too (not that much, like 1 hour a week). But that's beyond low quality anyway. I don't count them as studying English. Just very essentials, nothing really. A few years ago they decided to ban teaching of English to kids in private kindergartens and public primary schools.
My approximate vocabulary is 24,000 words. According to another test or survey I did for my recently completed English course, my estimated vocabulary is about 19 500 words.
