I'm Korean and I follow Korean pop groups and actors/models/dramas. Korean singers/models often use makeup, especially black eyeliner (makeup on guys is not a "gay thing" over there). Insane hotness ensues.
I don't like that artificial look on girls and so I feel the same for guys. Some stuff on the eyes is hot. Most girls can rock it, but not all guys.
I think everyone should be able to dress and express themselves however they want (as long as it's not offensive or against work policy)
Make up should be used as a way to enhance your features or create features you don't have to produce a face that you like the look of. To me, nothing in that is gendered. I've debated using makeup to make my face look more masculine but don't have the confidence, the products or the friends I'm out to help me with it!! (Yet...)

I personally don't like it on guys because it's not visually appealing but granted it doesn't matter what I think and it's their choice. After all, what matters is the content of one's heart.
