The top is the person, literally on top. They are the one who penetrates. Often seen as the dominant partner in the relationship, sometimes wrongly called the 'man' of the relationship, which is ridiculous, because of course in a homosexual male relationship both are men. The bottom, strangely enough is on the bottom being penetrated. Often seen as submissive, and incorrectly labelled the 'woman'. Someone who is versatile is open to either position.
So if one guy has a small penis and can't penetrate the other one it's not a big deal, right? The short one's just the bottom then.
Some would say the one "giving" oral would be the bottom, the one "receiving" is the top, but it's fairly flexible, and nothing's really concrete with this.
The easy way to remember it is that the bottom is the one with a penis in their bottom, even if you are in the cowboy position and physically on top. I've never really used top/bottom for a bj. I usually just say i gave or received.

Technically speaking, pre-op trans men can be tops if they use strap-ons. I also use the term "top/bottom" for straight/lesbian couples too if strap-ons are involved and they don't simply follow traditional roles lol
