I'm more of a face person but bulges or not having bulges doesn't mean much at all. Then, I look at bodies that are height-weight proportionate, so in decent enough shape. Maybe in some erotic photos it does mean something because the pants or underwear are tight and the showing off is deliberate. But in a regular pair of pants or jeans, you really can't tell what's underneath. It might even scare you - surprise! You may get a better idea of someone's rump from jeans. I've seen people wear underwear that looks like there might be more, but it's just how the underwear is put together or how they've placed their junk in there at the moment.
I don't look at a guy's crotch so much, maybe because I don't think I've noticed much generally in public with typical clothing. I notice butts much more. I don't think natural bulges should be hidden and are like women's breasts which can be more or less obvious depending on size and clothing, but not shameful.
