A Moderator has to do it. For security purposes, you can't delete your own blogs. It'd be too easy to share contact info and then delete it. The easiest way for them is to go to the blog you want deleted and then click the Report button, and in the report just say you want it deleted. That way they get a direct link to the blog you want deleted.
