    While there is obviously some... WTF here... there's some pieces missing to this puzzle, so I can't exactly give a solid response.

    What I can say solidly is, checking genitals outside of a doctor's context, is kind of pushing it.

    Gee, it sure is a good thing that there is no variance among boys and girls as they begin to grow. I mean, all boys are 6'0, 180lbs, and like football, right?....right?

    I wonder, if someone slapped "millionaire" on my birth certificate, does that mean the government must insure I always have a million dollars?

    And who would be examining the genitals of children? The coaches? Doctors? The senator himself? Would it be a male or female examiner, since apparently you can't know the gender of the child until you pull down their pants? Will we trust the reports of just one examiner, or will there need to be a judgement board present? How will the genitals be denoted in the student's file? With an M or an F? Photographic evidence?

    What if the genitals are ambiguous? Will judgments be made based on purely visual assessment in this case or will the examiner need to handle the kids' genitals? What counts as gender reassignment surgery? Are examiners allowed to make judgments on how convincing a surgery job is?

    When will examinations be held? At the door of tryouts? Sign ups? After they make the team? Before each game?

    This is stupid.
