You're legally allowed to change your sex on your passport with basically no medical intervention or procedures in this country. I'm not 100% on the specifics, but I've heard of children/tweenagers/very young teenagers getting their passports changed with no major hiccups, and they are obviously not going to be having their body changed at that age.
This is something which was discussed at the recent Scottish Conservative Party Conference and almost everyone I spoke to supported it as a concept and a right for the people it applied to, but there were many security concerns about who and how people could identify as a man or woman and whether that ambiguity could lead to difficulties in finding a wanted person. Not forgetting that a British passport gives you the right to visit the most countries of any national passport without a visa and if including this would make any countries revoke this right on security grounds. So while the main parties are keen to open discussion on it, I can't see it passing on the grounds of security.
I find it funny that people are concerned about security. They have a picture and basically every piece of pertinent information about you on there for identification purposes. It's not like your gender identity is going to be the key to disguising whether you're on a no-fly list or not.
