That looks to be Myra Hindley, "the most evil woman in Britain".

 

I tried reverse-googling it, came up with nothing but some gibberish from Daily Mail.

That said I have never seen it.

Yeah that is Myra Hindley. She was part of the Moors Murders along with her partner, Ian Brady. If I'm not correct they murdered 5 children.

 

I did not look at the other comments, so if it was already stated, I do apologize. I believe its Myra Hindley.

Isn't she one of the vilest women ever, i don't exactly remember what she did, but i believe it was multiple murders.

The band Throbbing Gristle did a cool song called, 'Very Friendly', about this couple, back in the experimental days of industrial music (late 70s-early 80s), so that's where I've seen it. One of the few famous female serial killers.

I think The Smiths made a song about the murders.

 

I have a thing for serial killers so yeah I recognized her without google. However needed google to remember her name. For me she is the one of the on Moor Murderers.

 

This image is rather (in)famous on account of A: There aren't many female serial killers, so Myra Hindley stands out more, and B: The distinct shocking bleach-blonde hair. She later dyed it black in prison in an attempt to change her public image and (unsuccessfully) convince the authorities that she was remorseful for her actions, hoping to gain release.

 

Google Image Search revealed it is Myra Hindley. Frankly, I've never heard of her nor have I ever seen her. =)

 

Oh, and The Smiths song about this that Vodkabaret mentioned is 'Suffer Little Children'. Courtney Love also did a version live not that long ago (unfortunately t'was bloody dreadful).
