I like President Snow as a villain purely because he is ridiculously evil, just to claim his power, and he's an intelligent villain- everything he does is to mask his villainy to the Capitol while still enacting it onto the districts. I think his utter obsession with derailing Katniss makes him a completely unlikable person, even when he's about to die his last act is to expose Coin to Katniss to further make her lose her mind. I think another great villain is the Governor from The Walking Dead because he's so human. His mind gets pulled farther and farther away from the rational because of all the horror he's suffered so he becomes more and more evil, which is a plausible situation, while still maintaining the audience's dislike for him. Joffrey is another great villain purely because of the rage he creates in every single person (he's just a complete tool). Bastion Spoilers Spoiler I loved Zulf from Bastion. He's the perfect example of a tragic anti-villain that has a good heart and believes what he's doing is just, but doesn't understand the consequences of his actions. Seeing him collapsed after the Ura turned on him was heartbreaking. Saving him was one of the most powerful things I've ever experienced in a video game. You have good opinions. I like you. What do you think about Fierce Deity's Mask? I know Majora was the main villain but Fierce Deity' always seemed to represent something far more sinister.
Scarecrow from the Batman series has always been a favourite. Using fear as a weapon makes for a very interesting villain. I must admit most of the Batman villains are fantastic because most of their motivation comes from a personal place and it isn't just "I'm gonna blow up/take over the world cause I'm EVIIIL!". Mr. Freeze just wants his wife back and turns to crime to work on accomplishing that goal. He wasn't necessarily inherently evil. Penguin grew into a life of crime but he isn't one that wants world domination, he is just running a criminal empire. There are obviously many more examples but I think my point has been made. *SPOILERS!* Heck, even look at the Arkham Knight in the newest Batman game. He doesn't even care about taking over the world. All he wants to do is beat Batman because of what happened to him in the past which he feels Batman to be the reason it happened. It isn't a simple black & white type situation. He feels emotionally changed after what he went through and wants vengeance. It is a personal vendetta and not just evil cause evil. This is always why Batman has great villains to me. *SPOILERS OVER* As a secondary piece the Joker is one of the few just evil villains because of evil, although the Joker's MO and style is generally so well done that he doesn't feel evil because he is just evil. You can tell something has made him this way, the way he wants to see chaos rule is fascinating. Handsome Jack from Borderlands 2 is another favourite. Partly because Borderlands is my favourite game ever but also just because he is a fun take on a villain. He taunts you through out, has some great deluded emotion that plays out during the story and he just is honestly a fun villain to be pitted against, even if you only fight him once.

I love Joker in pretty much all forms. Heath Ledger was just very memorable in Dark Knight. My kids and I watch and just recite the lines at this point as we watch. I'm really hoping Jared Leto doesn't bastardize the role in the Suicide Squad movie.
Scar was the beginning of my "bad guy" obsession. The snarkier and more smarmy the better. Hannibal, both from the movies as well as the NBC show. They're two distinctly different characters to me and both fantastic. Mason Verger from the show was also just... so completely despicable and I loved it. Loki! Azula was perfect. I'd argue all of the villains from the Christopher Nolan Batman movies.
